No. You are talking about Stannis from the show. In the books he is a different character altogether. He sees Mel as an opportunity to gain the throne, nothing more. Also he is nowhere near his daughter in the books( Stannis is in a abandoned Crofter's village waiting to fight the Boltons and Mel/ Shireen is with Jon Snow in Castle Black). Even if he somehow sacrifices his daughter in TWOW, it wouldn't be because Mel told him to. The show butchered his character like pretty much everything else. If you don't believe me just see some of his quotes from the books.
