I'm not u/Maito_Guy (so, not the guy you were talking to) but I believe I know enough about this to respond.

Everything I’ve seen is that women rape men at a much lower rate. I was surprised to find anyone studying female rapists to begin with ...

That's at least in part due to the fact that male victimisation and female perpetration is extremely underreported.

Let me give you some quotes from a paper by Lara Stemple: "Sexual Victimization Perpetrated by Women: Federal Data Reveal Surprising Prevalence".

She contends on Page 6 of that paper "There are numerous disclosure obstacles for victims of female perpetrators that ought to be kept in mind, particularly as reported in crime and other official reports".

She goes on to say: "First, the widespread perception of women as nonthreatening complicates the way abuse is confronted by victims who experienced harm (Sandler & Freeman, 2009). Tellingly, researchers have found that victims who experience childhood sexual abuse at the hands of both women and men are more reluctant to disclose the victimization perpetrated by women (Sgroi & Sargent, 1993). Indeed the discomfort of reporting child sexual victimization by a female perpetrator can be so acute that a victim may instead inaccurately report that his or her abuser was male (Longdon, 1993)."

Page 7: "Victimization by women in contexts of incarceration is also underreported. Even when abuse by female staff is reported through the proper channels, women accused of sexual victimization are more frequently allowed to resign than they are prosecuted for a crime, which parallels the more lenient treatment that female perpetrators in the broader community receive (Smith, 2012)."

Page 8: "Not only is female-perpetrated sexual abuse less likely to be reported to police than male-perpetrated sexual abuse (Allen, 1991), when it is reported, law enforcement officers believe intervention to be less warranted than if the perpetrator is male (Hetherton & Beardsall, 1998). Even when a report is successfully rendered to police, female perpetrators are less likely to be charged and prosecuted and more likely to be diverted to social services (Girshick, 2002a; Allen, 1991; Starr, 2012)."

A report investigating men who have been forced-to-penetrate women called "Forced-to-penetrate cases: Lived experiences of men" notes that "The majority of men did not report being compelled to penetrate a woman, either to the police or to friends and family. The reporting rate to the police of 1.7% is even lower than the reporting rate for women who have experienced serious sexual violence, which stands at around 15%. The extremely low reporting rate in compelled penetration cases suggests a clear lack of engagement by these men with the police and criminal justice process."

Therefore, it seems more than likely that male victimisation and female perpetration is undercounted in the data much more than female victimisation and male perpetration is. This is especially the case when one looks at stats based on police reports and conviction rates.

That being said, I'm aware of a surprising number of studies and surveys which demonstrate gender parity in perpetration and victimisation. Here are a few:

Predictors of Sexual Coercion Against Women and Men: A Multilevel, Multinational Study of University Students

Here is a 2007 survey investigating sexual coercion in romantic relationships. It used a sample of 7,667 university students (2,084 men and 5,583 women) from 38 sites around the world. It found that 2.8% of men and 2.3% of women reported experiencing forced sex in their heterosexual relationships. (Table 1 and 2 on pages 408 and 410 respectively).

Sexual Assaulters in the United States: Prevalence and Psychiatric Correlates in a National Sample

This is a 2012 research paper using data from the U. S. Census Bureau's nationally representative National Epidemiologic Survey on Alcohol and Related Conditions (NESARC, 2001-02). It found in a sample of 43,000 adults little difference in the sex of selfreported sexual perpetrators. Of those who affirmed that they had “ever force[d] someone to have sex … against their will,” 43.6% were female and 56.4% were male.

Prevalence Rates of Male and Female Sexual Violence Perpetrators in a National Sample of Adolescents

This is a 2013 survey of 1058 male and female youth ages 14–21 which found that 9% self-reported perpetrating sexual victimisation in their lifetime; 4% of youth reported perpetrating attempted or completed rape, which is defined to include any unwanted intercourse regardless of directionality (i.e., respondent reported that he/she “made someone have sex with me when I knew they did not want to”). While 98% of perpetrators who committed their first offence at age 15 or younger were male, by age 18–19 self-reports of perpetration differed little by sex: females comprised 48% of self-reported perpetrators of attempted or completed rape.

Religiosity and Delinquency among LDS Adolescents

In this study, data was collected from Mormons between the ages of 14 and 19. In a sample of 636 males and 754 females, 5% of both genders reported that they "forced or pressured someone to engage in sexual activities." Though, it's important to keep in mind that "pressure" is a very loose term and "sexual activities" does not necessarily mean intercourse, so that 5% figure most probably includes many things outside of the scope of "forced sex" (rape).

Sexually Aggressive Women: Current Perspectives and Controversies

Here is a survey from 1998 by Peter B. Anderson which found extremely high rates of sexual aggression in a sample of 461 women (on page 88 to 89 of the source).

Many of the women reported using abusive (but non-violent) strategies to obtain sexual contact with a man. These strategies were: using your position of power or authority (reported by 26.5% of women), getting him drunk or drugged (reported by 36.5% of women) and taking advantage of a man while he was in a compromising position (reported by 30.6% of women).

A staggering proportion of women used much more violent means, however. Approximately 20% (1 in 5) of the women reported using physical force, 27% (more than 1 in 4) reported using the threat of physical force, and 9% (almost 1 in 11) reported using a weapon to obtain sexual contact with a male partner.

Well one of my sources "Forced-to-penetrate cases: Lived experiences of men" already addresses this.

"The majority of men did not report being compelled to penetrate a woman, either to the police or to friends and family. The reporting rate to the police of 1.7% is even lower than the reporting rate for women who have experienced serious sexual violence, which stands at around 15%. The extremely low reporting rate in compelled penetration cases suggests a clear lack of engagement by these men with the police and criminal justice process."

15% is not an extremely high reporting rate among women so I think there is definitely truth to the idea that women underreport as well. However, it's important to note that even fewer men who are raped report, with this paper finding that the reporting rate among men is only 1.7%.

In other words, women are 9 times as likely as men to report their sexual violence victimisation to police. This greater reluctance to report among men definitely means that male victimisation is undercounted to a greater extent than female victimisation, especially when it comes to official stats and data based on things like police reports.

EDIT: Not only do men not report to the police, but they also don't tell their friends and family about it: The great majority (80%) of men surveyed did not disclose their experiences of rape by women to their family or friends.
