Pussypass definitely has a role here, but I also suspect that police and prosecutors give accusers the opportunity to "walk things back" without repercussions. If these crazy bitches faced a high chance of prosecution, I imagine a lot more of them would stick to their false accusation come hell or high water. Always beware the law of unintended consequences.

Credibility of an organization, or of a person is tremendously important. If someone outright lies like this, there should be repercussions that carry out over the course of the liar's life.

There is no way around this, just through it. Brand the liar, the lying organization for their mistakes. Take away from their power. And let the world know the evil they have done. Humiliation is a great thing when used to deal out justice.

People would fear lying then.
