If she is always making an excuse to why you cant hang out, or she tells you that school and work is taking up too much of her time and you notice through social media that she is always out with her friends and what not. This is usually a sign that she thinks you are not worth her time, she has other interests, and usually means to move on. You will kill yourself chasing women around for your entire life. With prude girls you need to make them feel special. You need to make them trust you enough to give themselves to you with out any worries. For some reason this is how she was brought up, or what she believes in. If you like a girl enough, it would be worth putting some time and effort into, you never know what will happen in the future.

I would say to continue flirting, the both of you. A woman will make a decision based on what she likes, and she will make it very clear through conversation and body language.
