Maybe I'm tilting at windmills here, but it seems like there's something nefarious with Kerri Kasems motives for contacting her father now. I don't know anything about that relationship, so maybe I'm way off though.

Speaking just about the law and not this situation in particular ~ this is a horrible idea. Casey Kasem is a very wealthy, very public figure which means he has had a lot of contact with lawyers and had a far-beyond-average opportunity to have his wishes enforced legally.
That some state legislator decides to take this opportunity to isn't surprising, nor is it surprising that ABC would opt to frame it as "those poor little children". It sells. But it is a very disturbing encroachment on privacy for the non-existent "right" of his children to see him over the very well established right of his wife to act as his medical proxy and power-of-attorney absent any documentation to the contrary.
