Regardless of what the actual number might be, every impartial, objective study ever conducted on the subject shows false rape claims are a serious problem. As reported by "False Rape Allegations" by Eugene Kanin, Archives of Sexual Behavior Feb 1994 v23 n1 p81 (12), Professor Kanin’s major study of a mid-size Midwestern U.S. city over the course of nine years found that 41 percent of all rape claims were false. Kanin also studied the police records of two unnamed large state universities, and found that in three years, 50 percent of the 64 rapes reported to campus police were determined to be false, without the use of polygraphs. (Kanin, incidentally, was a feminist icon whose work was cited and relied on without question by feminists, including the infamous Koss Report. He suddenly became a nitwit who forgot how to do research when his studies upset the narrative of the persons who dominate the public discourse about rape.)

In addition, a landmark Air Force study in 1985 studied 556 rape allegations. It found that 27% of the accusers recanted, and an independent evaluation revealed a false accusation rate of 60%. Authors Stuart Taylor and Professor K.C. Johnson explain that the exact number of false claims is elusive but "[t]he standard assertion by feminists that only 2 percent" or sexual assault claims "are false, which traces to Susan Brownmiller's 1975 book 'Against Our Will,' is without empirical foundation and belied by a wealth of empirical data. These data suggest that at least 9 percent and probably closer to half" of all sexual assault claims "are false . . . ." (Page 374.)

The real number is hard to quantify but much higher than your assumed 1%. More likely between 8 to 10%

others are much better at providing the relevant citations than me, so i'll leave them to do that.

my intention is to ask you why you doubt such things happen to a significant degree? do you believe people are above lying about rape? do you disagree that false accusations against men, in general...both about rape and assault...are rather effective, given today's legal climate, at punishing a man or making their life difficult?

The problem is that they do happen, and men generally have little to no recourse. And the fact that they happen at all means they happen too often.

There are entities, such as http://www.innocenceproject.org/ which deal directly with rapes where DNA evidence is available to exonerate the accused. But the problem there is that not all accusations come with DNA. The Statute of limitations is available for much longer than DNA is available, and further consent can turn into a rape accusation as well.

The primary problem isn't necessarily the "rate," either, it's the comibination of how it happens, the lack of legal recourse, the nature of rape cases, and the fact that there is little recourse for the accused or punishment for the false accuser. It is often, if not almost always a "he said she said," where the woman is often given significantly more court protections than the accused, which is a perversion of our criminal justice system in general.

The resultant stigmatization that comes from the mere accusation of rape, the burden it puts on the accused to actually have to get it expunged from their record, among many other issues are primarily add to the issues surrounding false accusations. That, plus the fact that there is little to no punishment for women who make false accusations to discourage them. In a way, it's a method for women to do violence in men's lives by using the system that is supposed to protect them.

And then to top that off, you have the fact that our justice system is fallible, and convictions of innocent people are far more common than we would like to admit. With the recent exonerations of some high profile "rapists" that point should be driven home.

If you're truly more interested in the impact of wrongful convictions, pick up the book Actual Innocence, published in 2001 (originally, revised in 2007 I think). The book focuses on individuals wrongly convicted for murder or rape.
