It's full of fallacies in its comparison, but the biggest one is adding the gun to the picture. If someone was raped at gunpoint, no one will blame them for doing what they were asked to do, there's a death threat involved.

Except the problem is that life goes more along these lines:

Guy: Sir, I was mugged!

Officer: What happened?

Guy: I was walking through "insert bad neighborhood", counting my $6000 of hundreds at night and got mugged!

Officer: Alright sir we'll look into it, but please in the future try to avoid walking through a bad neighborhood at night and please try not to draw attention to yourself. Making others aware you are carrying large amounts of money should be avoided at all times.

Nobody ever asked a woman who claimed she was raped if she ever had sex before, then called her a slut and moved on. Being dressed a certain way, or being in a certain place at a certain time isn't some "excuse" where the cops try to lay the blame on you.
