The reasoning, preventing the spread of AIDS, is a stupid idea. However, I could see an ulterior motive of revenge, as Africa typically still practices female circumcision. Though, I don't know what the statistics are for Zimbabwe specifically.

We have plenty of condoms in the west plus information of such and there's still unwanted pregnancies and sexual disease. And being faithful to one partner, as per the traditional view of marriage or something, how many people does that? Abstinence?!!

I dunno who's being the realist here - the expert(s) who advocates functional but somehow not workable solutions or the MP who advocates a permanent but limited method of protection against HIV. Given the choice between abstinence and a circumcision, fully knowing the limited benefits of circumcision, people might still choose circumcision.
