Get a lawyer. It's probably the only way to get a DNA test to verify paternity and force mom to legally recognize you as the father if she doesn't want to do so. You will be required to pay child support, and there's no guarantee you will ever see your child on a regular basis.

To paraphrase Thoreau, the only way governments have ever helped progress is by getting out of the way. don't let them or any of their institutions get involved if you can help it. The first thing to do is to discuss it all with the mother. (Maybe see a lawyer first to avoid walking into a trap, but basically the more distance you can keep between yourself and the various bodies making money out of private relationships, the better.)

Let's just be frank. Yer male. As a male, you have no rights to any of your children until a court grants them (including the default judgment of being the mother's husband). You would need rights to the child to force a paternity test.

About your only chance is to do the following: if you know the kids name, DOB, and county of birth, go to the court of records for that county and request a copy of the birth certificate. Unless you are on the birth certificate, they will likely refuse to grant you a copy. If you are on it, contact a lawyer and go from there.

Warning: if you are the father, you are not going to like the results. 10 years old? Even trying to assert any parental rights could easily land you with $100k+ in "back child support" AND no visitation rights.

Do what women do and file for child support. In theory, maybe, that should force the state to require a paternity test.
