I don't know about this policy, but I am in favor of society encouraging women to again be responsible for not getting pregnant. They should have incentives to avoid pregnancy, but usually society is trying to decrease their expenses (or place the expenses on the man).

This seems like the wrong way to do it, but at least it's something of a right idea - it's good for you, as a single, underage woman, to take precautions against pregnancy.

It makes sense if it's working. But one wonders what would happen if the state didn't pay and further refused the obligations such girls aggressively place on it. How long would it take for these girls to learn to keep their pants up if they knew the state wouldn't bankroll their lifestyle?
