No that is not what the article means. He isn’t off the hook on charges. This was a civil suit to see if the temporary protection order needs to be a permanent one. They decided he was not an ongoing threat to the woman.

He still has to go through the criminal charges process and is in no way out of trouble. Plus he still has to face disciplinary measures from the MLB and their own investigation which will probably be a lengthy punishment/suspension on its own.
