This is harassment.

If someone is touching your body part without your consent, it's textbook definition of harassment.

Some might say: "But a female teacher touched it it must be flirting UwU"

No. Even in a gender agnostic setting, it is still harassment.

I have had this experience as well and honestly I did not care. I did not think much of it. Strictly speaking it was wrong to carry on or even to do this at all without asking.

You are not being silly. You simply did not like this. To me I am used to such things so I am indifferent.

In today's society if the genders were flipped? Might have resulted in a lost job.

The normal thing to do here though would have been to ask "you have nice hair, can I touch it?" and then if you said "no, I'd rather you not" then that should have been the end of it.

This is absolutely harassment. Had it been the other way around, it would not have been allowed. THIS is why Title IX offices exist on college campuses.

I had similar happen to me in HS, except I liked a closely shaved head, and everytime I came in after getting it closely shaved again, this one math teacher would always start rubbing my hair. I ended up just always wearing a hat for the rest of the school year rather than making a big deal out of it back then.

No if you tell her not to do something and she refuses. She’s harassing you, and you didn’t consent. It’s good to be respectful for your first time asking “hey I don’t like this” and if they don’t listen. Then pull away and tell her to fuck right off.

Get over it. No need to be overly sensitive. It's not like she was rubbing you somewhere inappropriate. Grooming hair is very common and just a sign of affection. No need to blow this up. If anything, it should boost your confidence knowing that women find you so attractive they can't help but run their fingers through your hair. This is a good thing! Other girls in class would be so jealous and want to do the same thing. She was doing you a favor. Take it as a win. Next time you are out and some girl or cougar starts running her fingers through your hair, that's a big green light. She likes you. Take the hint. You're lucky to be good looking. Not all guys have it so easy and would just wish to be in the same position as you. In fact, other guys in your class were probably jealous of the attention you were getting as they saw you experiencing their fantasy in front of them. Don't you find her attractive? 35f is a great age for women, they are in their sexual prime! Go for it! Don't be so uptight and go hit that!
