Fresh start 101:

Join a gym, work out
Take your career/job seriously and work hard at it
Join the library, read a lot of books about topics that interest you
Choose a martial art (i.e. MMA, boxing, BJJ) and join a dojo
Buy a gun and go to a shooting range

When you meet someone who has shit in common with you, ask them if they know any place nearby to do that thing you have in common, then ask them if they want to meet you there sometime. When someone shows an interest in you and asks if you want to hang out, say yes, give them a chance, give the activity a chance, as long as it doesn't cost too much money.

Go out and meet people doing things you like. I go to concerts I like to go to... alone. I end up meeting people and girls.

So do the things you want to do, and you will find new people on the way. Not hard.

See if your city has a social dance scene (swing, blues, salsa, etc.). If so, there's no better way to make friends quickly. Just start going to lessons and introduce yourself to the other dance newbies. Dancers love other dancers and social dancing is basically speed-dating. You'll get 4 minutes with every girl in the room if your ballsy enough to ask them to dance.

Meetup.com pick shit you're interested in and go it alone. Also check kickball.com for kickball leagues in the area!

Go out to things alone. Get drunk if you have to (I do). Meet people. Have genuine interactions. Try your best to not be self conscious.
