It didn't replace a gender neutral law, but it replaces a more gender neutral law.

Prior to VAWA there was the Family Violence Prevention & Services Act (began 1984 I believe) which was much more gender neutral.

VAWA was drafted and proposed by the feminist organization NOW and as should come as no surprise was about focusing on female victims and funneling the resources to female victims and mostly ignoring male victims. To this day, the vast majority of domestic violence shelters that have received VAWA funding refuse to help male victims.
