A) I've sadly seen this happen a lot... It's one of the main reasons a lot of victims don't want to come forward, or have others discourage them from coming forward.

B) Definitely; everything's on a spectrum.

I'd presume regularly especially if investigating officers are overwhelmingly male, and the type of male who actively wants to be in that particular employment.

You can form any group with any aims. The issue.is that it will be shouted down, misrepresented, and hounded out of public view by the groups that enjoy social power when the new group has ideas that go against their interests.

A: How common does this occur in regards to officrs not treating rape victims with respect? I heard there is a batch of untested rape kits in the police department.
