This project was done by The Global Initiative for Boys and Men. they said in their newsletter that they gained legal support in California and has had several meetings with state legislators. GIBM also has written a California Commission on the Status of Boys and Men Bill.

GIBM published a California and Colorado report on state commission (read here). Missouri Project Started.
