Simply have a conversation with her. Ask her questions about what she does for work, her kids, her hobbies, what interests her. Pick up on things she says and ask follow up questions (dig deeper). If you find a similar interest, spin off on that topic for a while. Share stories around the topic, especially if it's something silly or funny. Hopefully she'll also ask questions and you can tell her some about yourself but try not to be a brag about things and don't talk about yourself ALOT. Be interested in her...getting to know her...and her you. 2. Try to set next to her instead of across from her. If at a table, just sit to her left or right rather than across. If at a bar, you're beside her. If in a booth, you can slide in beside her but some may find that odd. Perhaps you only have one drink menu. Then you come to her side to look together, then stay. Or if it's sort of a loud place, you come over so you can hear her better. The reason for this is to simply be closer to her. As you're talking to her, make sure your body is turned to her. You're fully engaged in her and the conversation. 3. Find a reason to complement her. "I love how that top looks on you." "Your hair looks great. I love how you styled it." "Your perfume smells great." Pretty much anything will do. No need to throw a bunch of them out there. One sound be plenty. 4. Don't feel the need to keep talking simply to fill a moment of silence. That's OK sometimes as well. It's her job to also talk. You don't have to do it all. If she isn't holding up her end, it's OK to even tease her about it. 5. One of the reasons to close to her is to make it easier to touch her. The best thing here is to touch her wrist or hand and hold her hand. At some point during the conversation, reach over and pick up her hand. The "excuse" is a watch, a ring, a bracelet or if anything else her nails. Ask her about it, compliment it, etc.

Look up DiCarlo escalation ladder for physical escalation. It's an effective way to convey sexual interest without saying anything. To add on, eye contact and the way you look at her can add sexual tension too. All this requires calibration though and can be the difference between creepy and sexy.

If its someone you gonna see on a regular, then just keep it short and sweet. Keep it cool, no extra attention. Then through natural interactions build up a "connection".
Otherwise, it's gotta be straight away.
