Do you just sit together? She might see you as just a classmate. A colleague/coworker situation. She is flirting with them so either she is better friends with them, or she is interested in them.

She's either A: isn't considering you as anything more than a friend, B: trying to make you jealous so you'll actually make a move, or C: she just likes the attention that she gets from being flirty with people she knows will give her that kind of flattering reaction she likes. Depends on her personality.

Maybe she's just practicing the whole flirty cat & mouse kinda thing on easy prey.

None of this has anything to do with your relationship with her. Either make a move or don't but don't be upset if she's flirty and you're not in an actual relationship yet.

As for what move to make, start by inviting her to hang out casually like friends. Don't invite your friends. Just her. Watch a movie together or something. See how she reacts. If she likes you she'll be cool with the whole deal, nervous maybe but okay with everything. If not, she will be cautiously leaning away and slightly freaked by you acting like she's anything but another dude. Observe, and escalate the situation based on those observations.

But don't complain about what she does unless you've already started dating.

How do you feel about her? If you have strong feelings and this is making you feel bad, distance yourself a little bit. You sit with her everyday, you've probably known her for a while and yet you haven't gotten anything from her. No signals, nothing? You have no goal, do you want to date her, is she just hit and quit for you? Give us some details. She might not be interested in you, but you can change that.

Realize that this right here is part of the problem. Girls outside of high school don't often know themselves. Girls in high school? Forget about it. They're often a mess.

First off, never assume that they have no chance of dating her. Girls this young will say one thing and end up doing a completely different thing because they don't know themselves well enough to speak about what they will actually do.

Well here's the thing, it seems like you've been failing to act for weeks or months now. You do realize that you need to make a move within a few weeks to a month or two of knowing her, right? Otherwise you're going to be pigeonholed as a platonic friend for her.
