Depends. In a situation where you know no one? Early, get to know them. But in a situation where you're well known and well liked, wait a bit. If you know there's a time during the party where there'll be a lull, come in then. When everyone is happy to see you, that's good social proof, especially if they're all together in one room so the good vibes can multiply.

Its all about how you want to be. If you are popular with the crowd, come later and make a huge entrance. If you don't know many people come early and be ready to meet everyone as they come in. But for a birthday I would make sure to pretty on time because they may have certain things planned out time wise.

In France, it's impolite to arrive early or even on time. Or so I'm told. 15 minutes late should be good.

Man what's the issue? They'd start getting mad or concerned if you were 25 minutes late? Then show up 15 minutes late. Before you said that, my advice would have been to show up an hour late.

Depends on the kind of party. In my circle, it can be fairly standard for the majority of people to come even an hour or so later than the "official" time. Traffic can be bad around here though. Try to find out when other people are coming. I usually get there a little late, so that a few close friends are already.
