Do 3 heavy push pulls then move on if she doesn't show increasing interest. Anything from physical ("come here you're so cute!" then shove her away hard) to disqualifying ("you're cool, I think you'd be a good friend" with emphasis on friend). The best way to increase early IOIs is physical appearance. I have a buff 6'8" friend with the face of a younger George Clooney and whenever I am out with him I am amazed how, without fail, the hot girls try to get his eye contact EVERY TIME. He's so oblivious that it's funny; he's like a hot girl. "Huh? No no she just bought me a drink because she's nice, she doesn't like me like that." If you don't have the physical appearance, you're just going to get less initial IOIs and a smaller percentage of girls will be immediately into you, but so what? It only takes 30 seconds to find out if she is.

tldr; 1-3 minutes unless you're using indirect MM style.

Some women are not brought up to give IOI's (although they subtly will) or they play hard to get (they are qualifying you, or testing you too see if you're actually interested or just looking for an easy lay).

If she's still talking to you, that's all the IOI you need. If she turns her hips to face you when you're talking, that's a definite IOI. If she's rude or her eyes keep darting around the room and she's not really paying attention, then move on. Even saying "you don't look too interested" and then walking away could build enough attraction for her to be interested if you happen to run into her again.

Also, when in doubt; escalate. Start qualifying her and see how she reacts. Sometimes she'll be bored until you start qualifying her.
