That's never the case.

I've fucked a handful of girls who were like this [sidenote: none of them were good in bed, so I generally wouldn't recommend taking it further].

So she's acting cold, right? But at the same time, you know she can be cool when she wants to be? She wants your attention, just like most girls, but she says some really pointless shit and isn't too good at conversation?

In my experience, these girls are supremely fuckable, but you have to be in the right situation for it. With one of the girls, I must've randomly texted her 50 times in order for her to eventually come over a couple times (and once she was at my place, it required virtually no effort to get her naked). If this girl's the same kind of girl, she's just fuckin weird and you have to deal with it. You can still flirt with her (though she might respond in a shitty way), you can still escalate (though she might not reciprocate at all). They're literally like dolls- the onus is on you to make some moves, and don't be disturbed if they don't really respond positively- only pull back if the response is worse than neutral. You'll get her eventually, but just judging by her general attitude, it probably isn't worth it in the long run. I'm just basing this on a handful of similar experiences, but if she's anything like the girls I've been with, she'll be like a brick in bed and definitely won't be worth dating.

Frogma nailed it.

I had to deal with a girl like that for years in highschool and college. It wasn't even oneitis. She was in the circle of friends I had that ended up going to college together. She was always seemingly hot for me, but would not chase the proverbial carrot so ended up just being there for years.

With girls like that you basically have to guide them by the hand from start to finish and really not expect a whole lot.

My housemate is dating a similar chick, he has absolutely no game.

I've given him a few pointers so he doesn't friendzone himself but ultimately I told him it's a waste of his time.
