I tend to ignore them, personally. In my personal experience, those type want so badly for you to make a move, so they can shoot you down, and throw in a rant to everyone else about how you made a move, and "OMG, I don't know where that came from!". I've hooked up with girls like this before, but they're the ones to amplify, not me.

If she's with a group of other girls, hit on another one. It'll piss off Ms Flirty, and she'll either amplify, or let it go, and focus on her easy audience.

A couple of options:

Flirt back, for the sake of flirting. They are good training ground for the sport of flirting.
I you want to f-close them, you flirt but make sure to remove the focus from her, and focus on the situations at hands; confuse them by demonstrating some interest but then say or do something that let it be understood that you are not that much into her and into other girl(s); demonstrate that you are OK with kino, brush her instead of touching her, wet her appetite for kino and yet let her starve; make her touch you.

depends on what i want from her/what i see in her. if she is just a friend or a fuckbuddy i don't care and enjoy the attention as long as it lasts. if i want more i move on very fast.

Test it, see if she'll go with my escalation, drop her rapidly if not. Actually trying to make out with the girl and escalate further and further clearly and rapidly separates the flirts from the actually DTF girls.
