EDIT: I'm not saying it's only guys. I'm saying that we usually think of women acting this way, and it's important to realize that both genders do it.

I feel like we talk about how hard it is to ask people out, but not to reject them. Maybe this is why it's such a big problem.

I asked a guy out yesterday in a clearly romantic way, and he didn't really say anything. He just came over and hung out with me, so I assumed we were on the same page.

Today, he was all over another girl, and ended up telling me that he had never been interested, but wanted to avoid rejecting me to "be nice."

Look, leading people on is not nice. Fortunately, I don't really give a shit, but it frustrates me that he honestly thought he was doing me a favor by playing mind games. You could really do a girl a favor by being completely honest in the first place.
