Some background on me: had my first two girlfriends midway through high school, then proceeded to go 0-6 in the years following (I'm about to be 0-7--I know when I've lost one). Been told over the years that I'm a good looking guy, I'm really interesting, nice guy, blah blah blah. I look younger than I am (smooth faced), but I'm more intellectually developed than most my age. I was always told to be a friend first, and I took that to mean doing what I later found to be the exact things to do in order to end up friendzoned. I even had a girl at college constantly texting me for a week, wanting to know about all my hobbies and whatnot, demonstrating several IOI's only to have her say she isn't looking for anything other than a friend. Fast forward to today. I quit college, am planning on going to welding school, looking at starting my own business, and working at a grocery store. Being under 21, I get frustrated seeing all the posts about going to bars and clubs to meet women. Since I can't do that, I feel extremely limited in what I can do to put myself out there. I really want to get some exposure, despite my anxiety. I don't have much trouble simply talking to females, but if I inadvertently get interested in one, a switch gets flipped inside of me and I end up constantly anxious. I'm prone to getting oneitis as it is, but since there really aren't many other available girls around that I'm attracted to, I have an especially hard time avoiding catching that detestable illness. One other thing to note is the fact that it's never girls my age that are attracted to me. I've had underage girls showing interest, but the non-dumbass part of me resists having anything to do with them. I'm asking the veterans here: What would you do if you were in my shoes? Where would you go? I'm willing to answer any questions to narrow down

Side note: I'm dealing with my current target differently than those in the past. I'm not fiddle-farting and dilly-dallying around. I pretty much let my intentions be known, and she didn't seem to balk. However, once I tried to set up a meeting, she stopped responding. If anyone is interested in critiquing how I handled conversations with her, I'll post some exchanges.

Edit: Guys, I'm sorry for the way I came off. What I've done is recalled all of the good things people have said about me and wrote them all down in order to justify my own existence and help my confidence level. That isn't how I should be going about this. I feel like an asshole, and I probably sound like an asshole. I hope I haven't polluted seddit in your eyes. The condescending dick I've inadvertently painted myself as isn't who I am in real life. I care how you all view me (even though you don't know me) because I really do desire help and advice.
