It was actually raining on the first date with my current girlfriend. Make sure to bring an umbrella, it helps both of you get closer to each other, it also shows your dominance as a man if you hold the umbrella, pull her close etc. Holding an umbrella for two people makes it easier for you to put an arm around her back while you guys are walking. The other factor depends on how much the two of you care about the rain, and how hard its raining. Luckily for us it wasnt raining too hard, so I still took her for a walk in a park and sat at a bench for a while and ended up kissing in the rain anyway. As cliche as it sounds, rain can be quite romantic.

OP seems to be asking for ways to get caught in the rain, not avoid it.

If you're adventurous and it's warm where you live, tell her dinner is off, you're going for a walk in the park or going hiking/exploring. If she's adventurous she'll LOVE this because of how unconventional it is.

I wouldn't recommend trying to get caught in the rain if it's cold, women hate being cold. Again, I'd avoid trying to get "caught" in the rain and instead base the date on the rain and embrace it. It'll be very memorable if she's into it.
