Eh, not uncommon, but not exactly the norm either. Numbers aren't really a big deal, though, so even if they don't offer it, it's not like it's a problem to ask for it.

From my experiences, it's rare. Girls absolutely fear rejection, so they'll instead drop subtle hints to get you to ask for the number.

They will usually give you excuses when giving you their number.

"Oh, let me get your phone number so I can call you when I need help with this"

Yeah if you have a good conversation, a lot of girls will ask you to take their numbers. In fact, I rarely ask for girl's numbers; usually they just give them to me.
