Do you live near a college campus and look like you belong there? If so, hang around the publicly accessible areas. Bring a book so it seems like you're studying. Bonus points if it's a really weird book for that "class" you're taking.

But yeah, you're not gonna find a place with such a high density of single attractive young females looking to meet people besides a college campus.

I think considering your age, if you don't live in a city and can simply frequent the high street, you might want to consider more sociable options. Perhaps something like languages classes or dancing lessons.

For example, one of the 23 year old girls I dated actually dated a 40 year old before me, he was a member of her salsa dancing class, apparently the dude was smooth as hell and dated a few girls in the class.

At a certain age it becomes more of a game of demographics and mutual interests, You get less of a return on cold approaches.
