From the few things you've shared with us I would say it's fair of her to take things slow since you guys haven't been on a date yet. I don't think she is crazy/emotional but she probably just want to get to know you better.

One of two things. 1) Shit test / wants you to displayer higher value. 2) She's genuinely not interested in banging you yet. The only girl I've ever had called me 'too fast' in seduction was a girl who only had sex with one guy and was socially awkward.
