I go bac to college in 3 weeks, what can I do now to get experience in this time?

Just decide that today is the day that you make steps towards a better life. This reminds me of a question like, "I'm going to the beach in 3 weeks, how do I get a six-pack in this time?" It misses the point. Your social skills and romantic life with women are a process. Just like proper nutrition is a process and there really is no one fad diet that will fix your eating habits. If you decide to go out and talk to at least one random person per day, that is a win. If you set the goal of approaching 5 women per week, that is a win as well. As long as you're doing things each day to work towards what you want then you are okay. Don't rush and put too much on your plate, only to burn out and give up, never making any real progress.

But if you want to know what I think you should do right now its this:

Hit the gym. Preferably the weights. If you are uneducated on this, educate yourself. Seek information that has scientific evidence to back it up. I recommend squats, deadlifts, and bench press to focus on. They're difficult lifts because you can go very heavy on them. Difficult = good. They are most effective.
Learn how to dress well. r/malefashionadvice is great.
Talk to as many strangers as you can. Just say hi and ask how their day is going. Start simple and progress.

Get clothes, get a tan, get in the gym and start working out...by the time you hit college it'll be a habit.
