Whatever comes to mind honestly as long as you're aware of social norms, it could be as simple as "hey i have a question (wearing all black on a sunny day) arent you hot in that? -not really. "Well clearly you are or i wouldnt be talking to you but i admire your commitment" be observant of what they're wearing, how they're walking, the expression on their face, how she did her makeup, and go from there.
