It appears that the moderator and creator of that subreddit is inactive. You can post in /r/redditrequest and explain that the subreddit creator has been absent for more than a year and you would like to become the moderator.

But please don't ask to take it over unless you are willing to make a long term committment to moderating it. Since it is a small subreddit (zero active users at the moment) it should not take a lot of time.

I'm about miles minutes from Chicago, and I've never heard of it either. Then again, I only recently moved here and before i had no reason to look.
