I had a similar situation once with a girl i knew for some time. When we first met i hit on her, but she told me she was looking for a relationship, and i was not into that whole idea of getting bound to just one woman, so we stayed friends. A year into our friendship, i wanted to give her a special present for her birthday, a nice dinner at a place i would like to go. So i told her to keep that time slot open for me on her birthday because i was going to surprise her. a day before her birhtday i told her what we wer going to do, so she could prepare, etc. Then she asked who would also come with us? i told her just us two. well... big mistake. I thought of it as a friendly meetup, and why should o invite other people? but she insisted on it. So i told her that we should not do it then. She made a really big drama out of it so i freezed her.

Some time later, i think it was a year or two later, she told me she felt pressured into a romantic dinner, but she was not ready for it. I told her that it was not my intention, since we are friends etc. but long story short, women are sometimes scared of the committment that comes with the thought of going to out with a guy that they are not totally comfortable with, at least not in a romatic way.
