Once you get better, you'll be more selective with who you date and therefore more selective with who's number you get. As you are still in the beginning phase of your journey, I suggest asking for the number EVERY time. This serves several purposes,

it feels good to get a number when you're first starting out. This will keep your momentum up
more chances to land dates and to practice texting
counterproductively to #2, you should be setting the date before even leaving the interaction. BUT you're just starting so baby steps

The right time I think is when there is some sign that she is actually interested in you, which can be shown in few ways like genuinely laughing at the things you say or asking you questions. If she isn't really responsive that obviously isn't a good time. You're a complete stranger to her, so you need to have some sort of connection before asking for it, even if it's small. Then again, some girls may just give you their number with just a 30 second interaction , and that can go either way.

I only get a girls number when it is impossible for the current interactions to proceed any further. Example: one of has to leave or the bar/club is closing and logistics just arnt working out for the night. You should be more concentrated on building the connection between you two and pushing the interaction as far as you possibly can at that moment. Then ask for her number when taking it further is no longer an option.
