If you're asking girls on a date, you're forcing them to decide whether they want to date you. That isn't going to work. You are making them decide rationally about their feelings and emotions toward you.

So don't ask them on a date. Set up activities and hang out. Escalate and it will become a date by engaging her feelings.

Next time it happens say, "Who said anything about a relationship (wink)?"

Or, "Relationship? I was just planning on keeping you tied up in my sex dungeon."

Or, "Ha! You should be so lucky."

Or, "Good. Maybe this means you'll be able to keep your hands to yourself on our date."

When a girl throws a shit test your way laugh about it, assume interest, and pursue. It's possible that those who say that, have just decided that they aren't into you and are trying to be nice about it. Don't take the easy way out. Make them reject you at least thrice. Many girls thrown up false deterrents just to see if you are determined.

A few weeks ago I read about giving off vibes. If you give off the "relationship material" vibe, then the girl will judge whether you're relationship-worthy. If you give off "I'm a great lay"-vibe, the girl will judge whether she'll have sex with you, and that's obviously less commitment than a relationship, so your chances are better.
