IF I were you I'd learn to not attach my arousal/turning on to who leads first. I recommend going up to guys and approaching them, you can do it indirectly or directly, but do it, and see for yourself that you might like taking on the male role. Have you experimented with it?

you're not going to be able to get the guy YOU want unless you take the initiative. otherwise you're going to have to just go out and make work whatever approaches you get. Guys who take the crazy amount of effort to learn "what to do and what to say" and make it seem natural normally don't go for girls who couldn't help themselves unless it's just random. They are like 10-20%, they can pick any girl, why not pick a hot girl who they connect with who can also do the work too.

Sometimes men can be very clueless, the best advice would be making strong IOI's in order for the man to walk up. Trust me, if a woman is nervous as it is, now imagine a man.

Eye contact and feeling open helps. You really need to channel that being receptive feeling.

If you're already in a convo, casually touching; for instance, casually placing your hand on his knee to emphasize certain points, or gently touching his bicep while pointing at something else.

"Hey!" touches knee "I dropped my notebook, would you mind ?"

Also, just genuinely listening and asking questions seems to work. Everyone loves talking about themselves to some extent.
