Which is a better sign of interest, staring or glancing?

both are positive, both each indicates a different type of girl/behavior. In 1) she is a very confident woman and doesn't see you as superior, yet there is interest. 2) she is shy, or sees you as being "better" - reason why she looks away immediately. The odds are more in your favor in scenario 2 - imo.
