There is nothing wrong with showing interest in someone you find attractive.

She left, showed no interest, and you let the matter drop. You did the right thing there. No matter her age, if you would have followed her and kept pestering her, it would have been sexual harassment. But saying hi and expressing interest? That by itself is not.

The fact that she was 16? Well, assuming you did not know she was 16 when you approached her (which is likely), then that hardly makes you a pedophile. No one can accurately judge someone's exact age by sight alone 100% of the time.

As far as the mom, she is clearly overreacting. I wouldn't worry about it. It is a public place; she cannot ban you from going there. And most likely, she will forget it was you if she ever sees you there again anyway. IF she ever confronts you, or the manager of the place or police do, just honestly tell them you had no idea she was only 16, and that you have no intention of bothering them again. IANAL, so keep that in mind.

As far as the age of consent - be careful with that, and don't rely on it for defense. AoC laws vary a lot, and a lot of times they only apply if the two people in question are close in age (about 4 years or so). What does and does not fall under that can be very tricky, and that is why it is best to avoid fooling around with someone that young - it is better to not risk it. Plenty of other people over 18 to have fun with. But in this case, it would not apply - AoC concerns (usually) marriage or sexual contact, neither of which happened here.
