Probably. Girls are emotion-driven. They feel things.

So in the moment when she's feeling flirty and vivacious, you're exciting her when she thinks of all the possibilities that could follow after agreeing to go out with you.

But a whole different set of ideas come to her mind weeks later after that guy that never asked her out finally decides randomly to ask.

Either way, don't think or worry about it too much. Lesson learned. If you're feeling chemistry with a girl, definitely ask her out- right then and there.

I’d say yes. There’s no hard time limit per se, but think of it from her perspective: she exchanges contact info with a guy she thinks is kind of cute, then he says absolutely nothing to her for 2-3 weeks before asking her out. For all she cares, she’s simply the “next” option on the list because another girl didn’t pan out. Unless she’s desperate, she doesn’t want to feel like she’s the next best thing to a guy.
