Ask where she's headed or where she is coming from then take it from there. Understand that not everyone is being social on the train, it's not the usual so this means you will have to take the lead a little bit more, you'll have to carry the conversation a little more
Maybe a bit more specific. Say Hello to her, she will look in your direction, catch her attention with your eye contact. This is the approach. Now focus on being friendly and social - "so where you heading ?", tell her where you are coming from and where you are going, ask another question related to this, so it will probably be where she works or studies. Maybe ask her what's it like. Now ask what her name is. If she asks what your name is think how you can move it towards sex, you have to make this switch in mindset - from social to sexual if you wanna put it that way; you want your brain thinking of where the opportunity is, paying attention, waiting for opportunity to move it forward. If she doesn't ask your name, tell her it was nice to meet her and keep quiet.
This will be done in 3 minutes. You can small talk from here but with the focus on moving things forward. Also if you gonna talk about yourself here, talk like you are in love with everything you are. Under the surface there is A LOT going on here but on the surface it is very simplified, so it's very potent. It's the work of a confident guy

It's going to be a little awkward in the beginning. But once you get past the first 10 seconds, it's smooth sailings. So just go up to her and introduce yourself. "Hey! My name is.."

Maybe it's a US thing, but just introducing yourself too a stanger like that as a way to start a convo, especially in the day time, would be considered very odd over here in the UK. It would get a hostile/confused reaction from a girl. But I know US people are super social and talkative with strangers, so maybe it's fine there
