Focus on talking to women more. Just out in the world. Doesn't matter if you want to date them or find them attractive. If there is a girl serving you at a grocery store just ask how her day was. Don't expect anything from the interaction, give something, then walk away. Keep doing this. After a few months you're doing it to every person you meet, asking them how they are, how their day was. They might give you a small tidbit about it, follow that up.
If they don't give you a lead, then don't worry, walk away. Talk to the next person you have to interact with.
Do this for years, overtime you'll get quite good at holding small pointless conversations. I never miss an opportunity to try and talk to someone, and I regularly get told that I'm very good to hold a conversation with. I don't think its true personally but its what people say.

Don't force it. But the only way you ever get better at talking to people is by talking to people. Its not even with the end seduction goal, its just that talking to people makes you well liked. Who doesn't like someone who takes an active interest in them?

Focus on being friends. Relationships/seduction/sex should not be the focus. Just treat them like a friend, but this has to be genuine with no underlying motive. Practice this and you will gain more experience with girls. Remember not to be needy or creepy. Just be a friend. This is the start for you.

Girls don't generally approach guys, especially If you are attractive they will be more concerned about being rejected. Either way don't worry about them making moves. You have to make most of the moves. Practice flirting with as many girls as possible, you are almost definitely making mistakes in conversation. Just keep learning ways to improve your flirting/teasing.

Join the club. You’re probably boring on an emotional level. That’s my problem. Emotional stimulation just for the sake of emotional stimulation is empty for me as is the case for a lot of guys. Girls love empty conversations and I genuinely can’t stand it. Hence, it gets boring for her.
