Because you go for numbers instead of actually seducing them and getting them excited about you. So the result is that your conversation in person before you got the number are not memorable at all, and so even if a girl gives the number she felt no excitement about you and thus eventually ignores you.

Your results will change once you stop going for contact details in your approaches and instead focus on building a solid connection face to face.

Even you thinking in stages is a mistake. That's not how it works.

If a girl is interested in you, then you take the number and do the other stuff. If she's not, you keep it moving.

Okay, you have a good start, but after the first interaction, does the girl know anything about you? If she doesn't know anything about you, you're basically a stranger who has her phone number. Did you make her feel comfortable talking to you (tell a joke, show her you are cool, friendly)?

If a girl feels comfortable with you, there is no reason not to want to see you again, except in very rare cases.
