No, you can't label everyone. Some people are like that, others are friendly, nice and polite. I'm from Romania and I was in Ukraine, Hungary and Czech Republic, I don't see any difference. As I saw on youtube, the women from western countries and US look more friendly as you said, but I learned in Romania which is a conservative and traditional country and the religion weighs a lot... however, I'm not complaining and I'm no longer in my 20s but 47 this year and I still date women in their 20s. I've had some success with some girls (Serbian & Turkish) - those seem pretty chill. I think south Balkans aren't too difficult.

I went to Poland (north of the Balkans) and it was extremely difficult because most of those girls don't do casual sex. I think it really depends on how liberal and westernized the particular country is that she's from. Because the more liberal and westernized it is - the more of a hookup culture there tends to be.

I have a friend from Serbia. I tried to date her, had a couple nice moments, but ultimately she's rejected me.
