Women cannot handle rejection, because they cant handle the truth on anything that makes them feel the least bit uncomfortable. She is asking if you were being serious because she doesn't want to put herself out there and have you turn around and be like "i was just kidding, i see you as a sister". There is also a small chance she was only joking about liking you back, and is asking to confirm how you feel so she can let you down easily.

Either way, it doesnt matter though. You do what you want, which is tell her yes, you are serious and you're looking for more than a friendship. You have to put yourself out there and put some skin in the game, if she rejects you then big whoop - find another chick. If she likes you back then big whoop - go out with her and smash. You're hamstering too much, thats a woman trait. Stop it and address the issue and handle it.
