oh i see. sorry for not being accurate. Its officially 7 doors down, not including an elevator in between. I dont have measuring tape but I laid my 6'4 body across the floor seven times from my door to her door, so i would say around her room is around 45 feet away.

A really shy guy does not throw someone and start 'playfully' punching their stomach. I am a woman. I'd be annoyed as hell at someone else's loud music, and yet would need to be diplomatic when living communally so it doesn't become awkward. She was asking the guy nicely to turn the music down.
Sex is not all women ever think about.
OP can ask her out, but be forewarned for a rejection - I don't think she's into him else she'd have tried to just-so-happen to bump into him in the 3 weeks they had zero contact. The situation as described is not an IOI.

my school has 40,000 people in it. I have seen one of my best friend (guy) maybe 3 times in a whole year. people have different study and class schedules and different routes they can take. Its highly possible to not see people. Im 99 percent sure that she is into me and she just got tired of "just-so-happen to bump" into me so she decided to go directly to me, even at the risk that she might see my roommate instead who also plays loud music

Well then go talk to her if you're that convinced. The original story as you told it doesn't sound like anything more than someone asking you to turn the music down, as she lived "a couple" [which I understood to be two] doors down. But hey, if you're convinced, there's nothing stopping you.

Dont see it as being convinced though. Just not passing any leads or opertunities no matter how weak they are. Same thing goes for cold approach. Only now she knows him from somewhere.
