Your way forward seems clear since you can't fund, turn her out. Let us know how it goes. She might learn a thing or two that you'll enjoy, she'll be earning which will help your cash flow problem, plus it'll stave off destitution.

Step 1- Shrug and state simply that its not in the budget so no its not possible. Step 2 - Listen to whatever she has to say. Repeat these two steps until she shuts up about it.
