Frank is objecting to the idea that Trump populism is a reaction to the excesses of other cultural movements, such as BLM/Antifa/PC culture, etc.... He thinks it's really nothing more than white racism that drove trumps popularity, and that trump supporters are shifting blame.

I'm pointing out the apparent hypocrisy in how the other side also shifts blame for black cultural disfunction onto white culture.
