Well that's your answer. Get big and strong because that's what YOU want.

You can always re-calibrate if you feel as if you're getting too bulky.

Stay lean, keep the visible muscles. It's the muscles you want bigger, not the fat percentage.

Both. Recomp. When you get down to around 12%BF maintaining 195 then bulk up to 205 until you recomp again. You're young so you'll be recomping like crazy. High protein, lift heavy. Body does the rest. Doing huge bulks and cuts (up to 20% BF down to 8% BF) always proved pointless. Floating between 12-15% always seemed best for gains

No way you’re 195lbs at 15% bf at 5’10. Probs don’t know how to judge body fat. You’re probably 20%.

Work out hard and bulk for 6 months then shred the fat and see what you think. You won't get big in 6 months but you'll make good improvements for sure. After you've shredded the fat, decide if you want to repeat the process of bulking for another 6 months. Do this until you're happy and then maintain.

5'10" and 195? This isn't 15% BMI lol. This is closer to 30% BMI. You are bordering on obese.

Get lean. contrary to popular belief, a ripped dude will look skinny in comparison to a lean guy because of his proportions. Google gymnastics people (both men and women) who all look like power lifters when wearing gym clothes, but look perfectly normal when wearing street clothes.
