Many girls have similar rules to this when they are inexperienced. Eventually that rule gets broken, then broken again and soon turns into the 6 hour rule.

Either way, the solution is to "date" around, and by that I mean hang out with other girls and continue expanding your social circle. You said it yourself: you're very young. Why, honestly, would you want to tie yourself down to someone in the midst of your most fun years? Do you desire her affection, or the validation of sleeping with her?
