I've not ever heard it a hall pass, but like your "free celebrity pass" as to if you were to have a chance to bang somebody you would never get a chance to (Girl picks brad pitt, guy picks kate upton) that the partner would allow it.
In this situation, the boyfriend picks Kate Upton, knowing full well he will never have a chance with her. Boyfriend expects girlfriend to pick high profile name, picks roommate who she wanted to/already has banged.
