I think you're reading too much into it.

A correct reading would be, on the show they think so little of women and black people they pander to them and their child like minds. They think non-white people need to be coddled like toddlers that couldn't possibly have any thoughts or abilities of their own.

They're extremely racist over there, not against white people per se but against "minorities" that they treat like children that need a self-esteem boost.

"Good job black people, you got a shiny!"

We can’t confirm it, but it’s not impossible. Who knows? Good catch though. The takeaway isn’t the content of this example, but just shows how everything on TV is presented to the audience with this worldview, even minor visual cues.

The dude on the bottom's picture is wider than the other two women's picture, and the fourth is probably there to keep the pictures relatively set in the same space. It would look weird if there was one wide picture and one less wide picture on the same level, it's just how it was edited, not really anything else.
